'Discrepancies' found with remediation work at 90 properties, Nagin says

Mayor Ray Nagin told the City Council this morning that the city has found 90 properties where storm remediation work that was supposed to be conducted by taxpayer-financed contractors was not done.
Nagin said his staff visited all 870 properties enrolled in a now-defunct home remediation program run by the nonprofit New Orleans Affordable Homeownership Corp.
Of the 90 properties where "discrepancies" were found, contractors involved with the program billed the city for work on 46.
The city has notified those contractors of the problems and asked for reimbursement or documentation of work, Nagin said.
While Nagin acknowledged that his staff has uncovered problems by comparing what they saw in the field with a billing list provided by NOAH and finance department invoices, he did not elaborate, leaving unclear exactly what parameters his administration is using to vet the billing list.
Announced in November 2006, the program was designed to help low-income and elderly residents gut their own houses. But reviews by The Times-Picayune and others have found that dozens of the properties were actually owned by business entities or landlords.
It also is unclear how investigators inside the Nagin administration are determining whether NOAH contractors actually did the work. About 100 properties on the billing list have been demolished, while others were gutted by grassroots and church-based nonprofits, records obtained by The Times-Picayune show.

After waffling about whether he would appear, Nagin arrived in City Council chambers at 11:55 a.m. and answered questions, in a mostly defensive posture, for about 50 minutes.
The mayor was summoned after news broke that contractors with ties to NOAH director Stacey Jackson had been paid for work that was never performed.
The FBI and the inspector general of the U.S. Department of Housing and Urban Development have opened a probe into the non-profit agency. Local Inspector General Robert Cerasoli is also investigating.
For now, the federal probe appears to focus on two things: links between Jackson and the contractors who earned the most money under the program; and whether contractors -- particularly those with links to Jackson -- did the work at homes for which they were paid a total of about $1.8 million. One of the contractors is Nagin's brother-in-law, Cedric Smith.
The program, designed to help poor and elderly residents repair dilapidated homes, was touted by Nagin as a centerpiece of his 2007 budget. Slated as a $15 million initiative, he said the effort would help 5,000 homeowners. The agency has been shut down and all employees terminated.
Nagin's appearance came after a public rebuke by two council members, who reacted strongly to the mayor's early indications that he might not be able to show because of a scheduling conflict.
Last night, council members Arnie Fielkow and Shelley Midura sent a letter to Nagin criticizing his statement that he "probably" wouldn't attend this morning's council meeting.
"The City Council meetings begin at 10 a.m. and generally do not end until at least 3 p.m.," it read. "Given the importance of the entire NOAH matter, it is difficult to believe that somewhere within that five hour or so time block a scheduling modification could not be made enabling you to appear before the City's legislative branch."

Nagin lashed back in an e-mail to Councilman Arnie Fielkow sent about a half-hour after the councilmembers released their letter. "Enjoy your day," he wrote. "I hope your letter gets you the media pop you so desperately crave."
In their letter, Fielkow and Midura also criticized Nagin's decision to conduct an internal investigation and hire an independent third-party monitor to look into the matter alongside his staff. Instead, they urged the mayor to turn over all relevant documents to the FBI and Cerasoli.
"Given the relationships that exist between NOAH and the city, I think it is somewhat less than credible for the city to do its own internal investigations, especially when others are willing to take this on right now," Fielkow said.
The mayor, however, said "Nothing that we're doing is impeding any other investigation."
When pressed by City Councilman James Carter on whether city employees conducting the internal probe could be subject to investigation themselves, Nagin said:
"I would not know that. I don't think that's correct. I don't know where this investigation is going."
In a radio interview this morning, Gov. Bobby Jindal said his administration is following the scandal closely.
"The city doesn't need another controversy, another black eye," the governor said. "New Orleans has to show that it's spending federal money responsibly. It's important to restore people's trust not only in New Orleans, and not only across Louisiana, but across the country as well."

Hopefully Nagin gets indicted. Someone needs to rally the people of Louisiana to pressure the legislature to make it easier for there to be a recall of our politicians.

Public officials have a duty to act ethically in fact, but it is nearly as important that they maintain the appearance of integrity.
Let us not forget that the mayor is supposed to be a leader for our city. He is supposed to send a strong message to us that says," Hey! Look at how great we are! Look at how many tremendous things we have done for the city! Follow our example!"

Both have their real "associates" hiding behind the scenes as to not scare off the dumb-ass white liberals/independent voters needed to vote them into office. Both are "safe" black candidates...handsome, well-spoken, light-skinned, educated...all those things that make them tailor made to attract enough non-black voters to possibly get them elected. Both have almost all of the black vote, based solely on a race vote, not on intelligent, studied voters. Both actually have elitist mentalities and black agendas, not agendas meant for the well being of ALL of the general public that they are supposed to look out for. Both became full of themselves, once they were thrust into national media spotlights. There are many similarities....but I DO think Obama in a much smarter player than Nagin.
Notice that I do not bring up being caught in lies or flip-flops on positions, as that is pretty much ANY politician or any race/background. And NO...I am not prejudiced and would have no problem voting for a QUALIFIED candidate of any race. I personally feel that Condi Rice is FAR more qualified/experienced to be President than Obama, although I might not vote for her because of her ties to the Bush regime. Colin Powel is also another but, to his great credit, seems to have enough personal respect to not want to bother lowering his standards to being a politiican.

I do not however think that the program should be terminated. The people of New Orleans have suffered enough and there are many who still need help. More focus should be placed on oversight of the program. But, do not shut it down.

Wow! This is ridiculous. You, Mayor Nagin, need to stop obstructing the recovery (words sound familiar???) by refusing to live up to the responsibilities you were charged with as mayor. Resign or recall, Mr. Nagin still needs to be held accountable for what's happening on his watch. Subpoena him to testify and if he doesn't show up, throw him in jail. I think you're wrong. He thinks he can get away with anything, and his political objective is to line his and his friends pockets.
I agree with the council. In any other state across the country, you see their Mayor front in center not in the back behind the crowd.
Nagin should just give up and resign!
Mayor Nagin may want to turn on the TV and notice that a mayor of a major US city (Detroit) was just thrown into jail for violation of his bond.
Kwame Kilpatrick, the Mayor of Detroit, was out on bond for his PERJURY investigation and, apparently, felt above the law and took a trip to Canada. He is not supposed to leave, I beleive, the county...let alone the COUNTRY.
So, note that not all mayors of major cities are ABOVE THE LAW.
It seems there are enough of us interested in recalling Mayor Nagin that it might be successful now, rather than the bomb that it was in '06. New Orleans may not survive two more years of Nagin's incompetence, and a recall may at least impede him from causing irreversible damage before the next election.
Does anyone know the steps to begin a legitimate recall campaign? Let's do it!
I wonder if Eddie Price and Ray Ray can get a cell together. Clean em all out. Vote against every incumbent or current office holder. Even if you wind up putting a whacko in office it couldn't be much worse than it is now anyway.

Tomorrow is Friday I have to book my Dallas flight, but with that ridiculous, nosy and audacious council, I may leave tonight.
And, lest I forget with my head whirling around I have to think where I'll eat dinner tonight before I leave town.

While I Can't speak for Carter or Cynthia (speed car racer), my Cynthia representative, (preacher lady), is sticking to script, and doing her normal imitation of a statue, just staring straight ahead, and not thinking about anything, except maybe her next sermon.

Some of the people who post on here are no better than Nagin. They spread hate, racial slurs, and slice this city apart.Clouds don't remain always.The sun will shine one day. As a leader, Nagin was suppose to build a team choosing qualified persons with the skills and knowledge to make us successful. The Mayor and City Council cannot work in isolation. They must come together as one to make progress.As sure as the sun rises in the east and sets in the west,a change is going to come. Nothing on this earth remains the same.The change may not come as we want it but it will happen.This city will come back because love conquers all.

After the Democrats shunned MOON jr, the highest ranking elected Democratic in the State, for their beloved Mayor NOOGIN as their SUPER DELEGATE so he can vote for Obama in the coming Democratic convention in Denver, how dare we trouble NOOGIN to attend a Council meeting that might embarrass the STUPID DELEGATE!
BTW the Mayor of DETROIT is on the run to avoid going to jail. Another winner!

Ask his buddies who smoke weed with him in the back yard (you can smell it a mile away!)...They're too busy laughing at us to care what happens next. Maybe you can catch him on a "munchies" run in between joints and ask him.
